Coalition Overview
The Uganda Coalition on the International Criminal Court (UCICC) is a coalition based campaign of the Human Rights Network-Uganda (HURINET-U) with a membership of over 265 spread country wide. The UCICC was formed in 2004, at a time when some Ugandans had publicly criticized and threatened to undermine the work of the Court in investigating the situation in Northern Uganda. HURINET-U at that time organized a workshop to bring together various key players in civil society, government and the international community to map out as well as endorse a strategy to be used in the campaign for the International Criminal Court (ICC) inUganda.

To promote accountability and access to justice for heinous crimes
The UCICC is also a member of the Global Coalition on the International Criminal Court (CICC) movement with head quarter in New York, whose objective is working in partnership to strengthen international cooperation with the ICC; notably the UCICC is not a mouthpiece of the ICC and as such does not take a position for or against the ICC. The UCICC’s member organizations have different views on the ICC. The Coalition mainly provides information about the ICC responds to basic queries and raises awareness.
The Uganda Coalition is coordinated by a steering committee of Nine (9) organizations, which also serves as a constitutional body. These are: Human Rights Network-Uganda (HURINET-U-U), Uganda Women’s Network (UWONET), Uganda Law Society (ULS), Public Defenders Association of Uganda (PDAU), Uganda Human Rights Commission (UHRC), Lira NGO Forum, International Anti Corruptin Movement (IATM), Amuria Development Agency (ADDA), and Community Development and Child Welfare (CODDI)
Overall Objective
To promote fair, effective and independent International Criminal Justice and create linkages with other Transitional Justice mechanisms for comprehensive post conflict transformation
Specific objectives
- To sensitize and clarify on the role of the ICC and International crimes division
- To create a link between International Criminal Justice and Transitional Justice mechanisms
- To act as a medium of communication and create avenues for public participation in Court process
- To build capacity to competent and sustained engagement with the international criminal justice players.
Core values
Core vallues are the primary values or ideals at the heart of the coalition and provide the essentials for doing business. These core values offer guidence to member organisations and the UCICC secretariat in meeting the objectives of the coalition and dealing with each other.
Work of UCICC
The implementation of the UCICC mandate has been and continues to be a success through a number of arranged activities which among others have included seminars, radio programmes, workshops, drama performances, holding symposiums with civil society, symposiums with the judicial officials and members of parliament to discuss issues of the international law and the legal procedure. The UCICC was also actively involved in capacity building and analysis of the International Crimes Bill to be passed into law- the now International Criminal Court Act, 2010.
As part of the continued implementation of her mandate the UCICC together with HURINET-U and her International Partners initiated and were involved in a number of Pre Review and Review Conference events. These events were meant to focus on the four stocktaking issues; issue on Peace and justice, Principles of complementarity and state cooperation, and the Impact of the Rome Statute on victims and affected communities. These issues and others were addressed at the ICC Review Conference 2010.
